Not all reserve preparers actually
come to your property and physically inspect and measure
the things that they are saying that you should reserve
for.
We have found discrepancies of as
great as 20% between
the amount of paving that was being reserved for (for
example) and the amount of paving that actually exists. Many times reserve study quantities
are based on preliminary plans submitted for project
approval. When the site plan was revised, the quantities
were not.
We also often find that unit prices
for replacement work have not kept pace with real world
costs for asphalt-based products such as roofing, or
commodities such as plywood whose manufacture is
restricted by limited supplies of raw material, or with
changing building code requirements.
